Civil Service Commission approves rules for furloughs

The Civil Service Commission (formerly known as the Department of Personnel) today approved a rule change that would authorize the State and local governments to use the current economic crisis as an excuse to furlough public employees.  Civil Service rules do not currently permit furloughs but the Commission issued a “Statement of Imminent Peril” to justify adopting new rules to authorize them.  The rule has been issued on an emergency basis and will need to be formally adopted within 60 days.  If adopted the rule would be temporary and expire on June 30, 2010.  The State PBA is opposed to the Commission’s action and PBA President Wieners has directed PBA Attorney Bob Fagella to challenge the validity of Commission’s action today.
